Motorway and National Highway Police New Challan Rates 2023

The National Highways and Motorway Police (NHMP) has decided to increase the challan for traffic violations by up to 200%. The order will be applicable from October 1, 2023. At present awareness campaign is being conducted on various platforms including social media.

New Challan Rates on Motorways and Highways

The decision to revise the penalty rates has been taken during the NHMP meeting. As authorities discuss options to reduce traffic violations on the roads. A statement from the NHMP has mentioned the new traffic challan rules and rates.

  • The police have added seven new rules to the traffic rules across the country.
  • The fine for over speeding has been increased to Rs. 2500 from the previous Rs. 750.
  • The new fine for wrongful overtaking will be Rs. 1500 instead of the previous Rs. 300.
  • Vehicles with broken and non-functioning headlights will be fined Rs. 5000 as against the old challan of Rs. 500.
  • The revised rate of challan for rash and negligent driving is Rs. 1500 instead of Rs. 300.
  • Driving without a license will attract a fine of Rs 5000, which was earlier Rs. 750.
  • Fancy number plates will be fined Rs. 1000 and HID lights will be fined Rs. 2000.
  • A driver without registration will have to pay a fine of Rs. 2000 against Rs. 500 earlier.

Last month, the toll tax on the Lahore-Islamabad (M2) Motorway was increased by 10% under a 20-year agreement between National Highway Authority (NHA) and Frontier Works Organization (FWO) subsidiary MS/More. In 2014, NHA had signed a contract for “Lahore-Islamabad Motorway (M2) Modernization 86 Overlay” on Build Operate Transfer (BOT) basis.

According to the concession agreement, the following annual toll increases apply during this phase

  1. A 10 percent annual toll increase will be implemented from the second operational year to 2026.
  2. A 7 percent annual toll increase will apply from 2026 to 2034.
